Having a booth at E3 costs a company a good amount of money and if you’re a developer or publisher in tough times, sparing the expense is a smart move. That doesn’t mean that you can’t have a presence at the show and that’s what THQ went into detail about to the folks at GamesIndustry.biz:

“We’re not producing a booth, but we will be participating in E3. We will be showing games to the E3 judges at their event coming up, and we’ll be hosting a press and business center at the show for meetings (as well as participating with first party activities).
